Acer X203H monitor cycles through colors
I have an older Acer monitor that will continously cycle through colors; RGB, grey and white. Then it will go black and resume it's color cycle.

In the video, I only have a power cable plugged in. The monitor supports only a VGA or DVI cable. I have hooked up the DVI to my current monitor and my current monitor does not recognize the Acer monitor. I have also tried plugging the DVI into my GPU [HD Radeon 7870] and nothing has worked.
Anything will greatly help!

Update:
Recently updated my OS to Windows 8 x64 and the monitor is recognized. I can dual screen it and drag my cursor to the ***** Acer monitor - cannot see the cursor but it will travel off my main screen. At least I'm getting some sort of response.
