I can't get my PC to boot off of a botable USB even after I change the BIOS to boot from ext device

I am trying to upgrade to windows 10 Pro (legally) and have the ISO image on a USB drive but cannot get the PC to boot from the USB. How do I get it to boot from the USB. I have gone into the BIOS and change the order to first boot from external device but will not work. Any tips?

    What is the model number of your computer?

    Open the notebook and press quickly F2 to enter the BIOS.
    Under the MAIN menu, enable the F12 Boot Menu option.nder the BOOT menu, select Legacy boot and press F10 Save & Exit.
    While the notebook is rebooting, press F2 again to enter the BIOS.
    Under the BOOT menu, select as your first boot option the USB HDD stick (your USB stick).
    Press F10 Save & Exit.


    Plug in the USB boot device (use USB2.0 only if your laptop has both 2.0 and 3.0 USB ports)
    After you rebooted, you can press F12 and select from there your boot option (USB).
