bootmgr is missing press ctrl +alt+del to restart

i am using acer eRecvery management...for acer veriton M2 series.

after recovery disk no 4,......it popup this message 

bootmgr is missing
press ctrl +alt+del to restart

try many times....still cannot

** it because i change new hdd?? still can solve???

**for another case.....without change any hw....i still face same problem too...why???

i use other recovery dvd....same too

    The issue is because the computer doesn't have a boot device yet. You need to first insert a hard drive that has been formatted properly. If one of your hard disks already has OS, insert it and set it as primary, insert the second (new) HDD and then go to Windows and Disk Manager and format and start allocating the space.

    i replace my old HDD with new hdd......

    it can recovery from cd 1, 2,3
    but after cd 4....

    .it popup this message again....again
