We recently had an electrical outage. Using teamviewer I have determined that at least most functions are operational. However, the USB ports don't seem to function. No KB or Mouse directly or wing dongle and wireless KB and Mouse. Would it be possible to install an internal USB expansion card or would the card use the same driver as the on-board ports?

Sure, you can use an internal expansion card to add USB ports on the back though there are a few functions that the motherboard ports allow that the externals don't. Primarily you won't be able to boot from an expansion card unless the card is specifically designed ($$$) for booting.
