so, when I boot up the PC, the keyboard and mouse work fine, as in, I can go into the BIOS fine, and troubleshoot things, but whenever I get the the splash screen, the keyboard and mouse stop working. This is the only place they don’t work, and it happens with any keyboard or mouse I try it with. Please help!

Try holding the shift key down during boot, that might allow you to get into safe mode, then uninstall the USB drivers so they'll get replaced with good versions.
