Computer type: Aspire R5 571T: laptop which can convert to tablet mode.
On 1/19/2018 at 12:59:16 AM the 12C HID Device was migrated, then configured, then started.
There are two such devices on this computer, it says on the Device Manager.
Now neither the touchscreen or mouse will work.  No mouse will work with this computer.  Only the touchpad and the keyboard will work. Oh, the screen works as a monitor, but the touchscreen aspect of it will not work.

Usually a driver loading problem. Open Device Manager and see if anything has a red or yellow icon.

I tried reloading the driver for the mouse and the touchscreen.  No dice, no effect. Problem still persists. No mouse, no touchscreen functionality.

Same problem as KimzMommish.  drivers have yellow icon but won't reinstall.  Both wireless mouse and touchscreen are not working.  Any advice?

"drivers have yellow icon but won't reinstall" - Did you try uninstalling, then Shut Down and do a cold boot. Let Windows reinstall them ? This is the best way.

Padgett, I did indeed try uninstalling them and then shutting down.  Booted up again and let MS Windows 10 update and install and all that, but no dice.  Touchscreen and mouse - neither will work.
I did indeed go in to Device Manager and try updating the drivers. No joy.
Touch pad and keyboard still work.
However, number keypad to the right of the qwerty keyboard will not work either. Also tried the regular remedies to that as well, no dice.  Still not working.
Note: The touchscreen and mouse stopped working suddenly, in the middle of a school assignment. They were working normally, but then the mouse would not work. That was when I noticed the touchscreen wasn't working either.
I waited a bit before letting the Acer community know because I thought maybe MS would catch the problem and update the drivers.
Now I think it's not a driver issue at all.

OK had to start from the easy bits. Now on the devices that have yellow triangles, which device are they ? if you double-click there should be a "General" window that says something like "did not start" with an error code. What is the error code please. Next click on "driver". What is the name at the top,  "Driver Provider", Driver Date", and "Driver Version" for each of the problem devices.

To be listed at all the BIOS check must have found the devices just for some reason there is a problem with the driver.

Clicking on the Microsoft Nano Transceiver yellow triangle
General Tab: Device Type; other devices, manufacturer; unknown, location; 0000.0014.0000.001.000.000.000.000.000.  Device status; the drivers for this device are not installed.  (code 28) there are no compatible drivers for this device.  To find a driver for this device, click update driver.  (comment - that doesn't work).
Driver Tab: Microsoft Nano Transceiver 1.1.

Clicking on the Touchscreen yellow triangle
General Tab: Touchscreen, Device Type: other devices, Manufacturer; unknown, Location; Port_#0006.Hub_#0001  Device status; the drivers for this device are not installed.  (code 28) there are no compatible drivers for this device.  To find a driver for this device, click update driver.  (comment - that doesn't work either).
    Driver Tab: Touchscreen

mikelc60, that's not the problem. For my machine, there are no yellow triangles. In fact, Device Manager can find the devices. I can uninstall them and then can turn them on again after powering down completely and powering back up again so MS can update and install drivers and so forth.
Device Manager sees the HIDs and says they are operating normally.
Except, of course, that they aren't. Can't use the devices that Device Manager says are operating normally.
I'm telling you, THE PROBLEM IS NOT the Drivers. To be frank, I think it's the hardware.
What I want to know is this: has anyone else run across this problem? Is anyone else having difficulty with the touchscreen AND the mouse at the same time, despite all that can be done about the drivers?
The monitor works, otherwise, and the touch pad also works, thereby reducing the functionality of the Acer Aspire R5-571T.
I'm less sure that the migration that happened back in January had anything to do with it. I think something common to both the touchscreen and the mouse is the problem: possibly a bus. However, I can't find any confirmation of this theory.
I'm going to start a new thread in order to try to get new eyes on this problem.

ok you should find the Acer drivers for the R5-571T here. These are probably not what Microsoft finds by just looking. I would NOT update the BIOS without a very good reason, I doubt that is your problem.

I have seen the rong driver (particularly some of Microsoft's generic drivers) really screw a machine up.

ps the Microsoft Nano Transceiver is for a wireless mouse. If you have one from a different manufacturer (e.g. Logitech) you need a different driver. ALso if the numlock is set, the keypad won't work. Unfortunately Acer stopped having leds for such.

I shall give that a try, Padgett.  I'll let you know if that works.  I'm done for today, but I'll be back at it in a couple days.

I downloaded the touchscreen drivers to my computer and when updating the drivers the message said that they located the drivers but encountered a problem updating them and to check with the manufacturer.

Might try rebooting and uninstall the existing drivers,  then install the new drivers.
