ES-571 has no communication between Chrome or IE browsers and the internet

After extensive troubleshooting with my internet service provider and router manufacturer it has been determined that I have an internal computer issue. The modem and router + cables are all fine. (fyi, I can access internet on my cell phone using my router). My ES-571 laptop is reading the router because I get full green bars that say I am connected. This is true even when I use an ethernet cable going directly from the modem to the laptop (or, with a cable going from the modem to the router, I get the full green bars when running a cable from the router directly to the computer). However, when I open up a new browser with either Chrome or IE, it tells me I have no internet and when I run the Windows troubleshooter it concludes there is no communication with the internet, even though from all indications it is clearly connected. Any ideas on how to resolve this problem?
