One day I turned on my Acer PC and it didn't go onto the normal login menu like always, it said down the bottom "Please Wait" then did showed this glitched box on a black screen before going into the startup repair menu. I could not restore the system as I did not have another operating system nothing is working. Is there any way I can reboot my PC manually? Yes I have tried command prompt but it does not work for some reason

Perhaps an unusual shutdown would've caused your PC to go to repair screen directly m8. Can you check if you're able to do the repair as it suggests and goes into OS? The problem might be fixed and your OS will repair any corruptions if you just let the repair finish most of the times.
