3 Veriton Z2621G, Windows 10 issues, 1 unit works great, 2 units do not, Why?

  Hello,
  I have 3, Veriton Z2621G, All in one Pcs. Bought at the same time, Installed at the same place, all running the same software. 
1 Unit has updated flawlessly to windows 10 Pro 64 right on through the 1709 update. It shuts down properly has no issues.
1 Unit has updated to windows 10 Pro 64  through the 1709 update, but this unit will not actually turn off. Windows shuts down but you have to hold the power button in to kill the power completely
1 Unit has updated to windows 10 Pro 64  through the 1607 update, it refuses to update further and in addition, you have to hold the power button in to obtain a true shut down.
All 3 units are running the same bios. 
Any suggestions at this point?

    The update portion on the PC comes directly from Windows. Well there are few factors that needs consideration. 1709 has been hectic for a lot of people just not your 2 PCs so perhaps I suggest you to kindly do the following.

    1. Open run command -> Services.msc and try stopping Cryptographic services, Windows Update, Windows Installer and background intelligent transfer service. Once stopped, go to C:\Windows and rename Softwaredistribution to something like Softwaredistribution.old

    2. Restart the computer
    3. Update your Windows and it will download all the updates again. See if it fixes the issue m8.

    I'll give that try, at the moment I have another unit on the bench. I did try a completely clean load. this unit will run 1607 but when I go to  either 1703 or 1709 its a no go. Seems to BE related to the efi. As long as I can stay in a MBR environment the unit will shut down properly. As to updating further, not sure. When I get it back on my bench I'll try your suggestion.

    Okay, been busy haven't had time to play. Tried above suggestion, system still would not update.
    My next step was to purchase a new Mainboard from the Newegg site. I have installed it. I can now do a clean load of windows 10 1709, it continues to update properly to date. But the system still does not shut down. I am wondering how many versions of this main board there are? Might it be related to the processor? It is related to the EFI system. Storage control drivers maybe?
