This is normal for these laptops. The GPU and CPU performance is limited while on battery power only, as the battery itself is unable to provide enough power to feed the power hungry CPU and GPU. Also while the battery charge drops, the voltage drops and with voltage the total power it is able to deliver also drops. If the CPU and GPU power wasn't limited while on battery, the system would crash if the battery isn't able to deliver the power that the processor requires. Secondly, if the battery was able to provide this power and the power of the CPU and GPU wasn't limited, the battery would be drained within about 30 minutes.
Always post the following characterisitcs of the device:
    -Model number
    -Part number(not required, but helpful)
    -CPU
    -GPU
    -Operating system

Helios 300 and Nitro 5 users DO NOT update the BIOS to version 1.22 if you don't want the keyboard's backlight to turn off after 30 seconds even when the device is plugged in.
