Is customer service always this bad.

so now after fourth call and chat still have system that is shutting down and restarting whenever IT chooses.
First call promised a USB fix no there is no downloadable fix???
Second Call where is USB fix NEVER sent still no downloadable fix offered.
Third Call still not working but we have sent you WRONG USB stick so sorry still no downloadable fix.
Clarified is this hardware issue(ACER) or can I contact Microsoft as is it software issue????
I have also been on chat and ironically shut down during most recent chat today Jan 27 2018 had machine since Dec 16 2017
