    Please once more check the model number of your Chromebook.
    Here's the list of Chromebook supporting Android apps released by Google.

    You can also try the below mentioned steps: 
    To get Android apps on your Chromebook, first update your Chromebook software. Your Chromebook must run Chrome OS version 53 and up. 
     
    Sign in to the Google Play Store. Click your account photo. Click Settings Settings.
    In the "Google Play Store" section, turn on Enable Google Play Store on your Chromebook.
    In the window that appears, click Get Started.
    You’ll be prompted to agree to the Terms of Service. When you’ve read and agreed, click Agree.
    To confirm your current Google account, click Sign In.
    You’ll see the Google Play Store app open. In the box that appears, click Accept.

    I'm not sure, but the first result on a Google search for that number is the Acer Chromebook 11, model CB3-131. On Google's site that shows compatible models it lists the CB3-131 as Planned. That means they are planning on supporting it, but it's not ready yet.

    I have the same problem. my Chromebook is on the list of android supported models. When I follow the directions you provide nothing happens when I click "turn on".  there is an icon to the left of the "tun on" button that says, when highlighted, "this setting is enforced by the administrator".  I am the only account linked to this chromebook

    If your device is on this list, make sure that you are running at least Chrome OS version 53.

    If your device is not on this list or the status is "Planned", then you must be in the Developer channel as explained here.  Developer channel is unstable, therefore buggy.  If you don't want to listen to the warnings in the above cited article, the video below is an abbreviated tutorial of how to get the Google Play app on your Chromebook.

    If your Chromebook is a part of a network (obtained from school or work), then it's probably not possible to install the Google Play app.
