how do I fix the Shredder64.msi missing download error?

I have scoured the internet, microsoft and past Acer community questions/answers and have found this error to be a huge problem but with no solution. 
I have an Acer Apsire S3 series from 2012.
Since upgrading to windows 10 a while back, whenever I opened the file explorer it would try to install the Shredder64.msi but could not find the files to do so - hence giving an error. 1706
Over the past 12 months this has gotten progressively worse to the point I can barely operate my laptop without this error message coming up many times and blocking my applications from working properly.

I have tried searching for the shredder application but cannot find it. I have tried microsoft fixit tools but do not get anywhere. I cannot seem to find who exactly owns this application - acer or Windows?
I have noticed a common theme on the blogs that it's related to acer notebooks.
Does anyone have any good suggestions for how to fix this error/stop windows trying to install shredder/or the download file itself?
