Factory Resetting Device - Google Login Stuck

I recently factory reset my Z630 to give it to someone else but when trying to set up again it apparently it requires that we log into the existing gmail account for the device. I have logged back into my account but when it completes, the device just prompts us to "sign in with one of the original user's accounts". Confused as to why my account wouldn't be the original user. Before that it was brand new from Costco although it is the Chinese version for some reason (that menu was fun). What can we do now? We've tried several youtube tutorial workarounds but none of them actually work it still asks for the original user. We don't really want to root it.

Issue is resolved. Logging in case anyone else runs into it and searches here.

Got the following response from Google:
"Did you change your password 24 hours either side of factory resetting the device? If you did then you would need to wait a further 24 hours before attempting to login again. It's a forlorn hope but is all I can suggest as being the reason for the lockout.

To login all that should be necessary would be the original email and password you used to set up the device when you first got it, unless you've factory reset since and started again 'as new,' so what has gone wrong is a mystery. Unfortunately no one will be able to help you to gain access as if it could done then the security would be useless."

I had in fact changed my password shortly before. Tried it again a few days later and got logged in just fine.

Interestingly, I now have two entries for the device on my Google account. One from a few days ago when I did the reset and one from today, as though it doesn't know it's the same device.
