Aspire ATC-115 start button on keyboard and with mouse not working, task bar search not working,

I'm having issues with this computer of mine, I have no access to the above noted items, nor can I bring up the calendar and time, action centre. 

I also cannot access Personalize and Display Settings. All I get is that "there is no program associated with it" and to go to my "Default Programs control panel, which I also cannot access.

please help,

I can only turn off the computer with the power button on the box itself.

Hi,

Are you using Windows 10? If so try using sfc /scannow command to repair the damaged system files, the instructions are in this link:https://www.tenforums.com/tutorials/2895-run-sfc-command-windows-10-a.html

Use option three in the tutorial and run the command at least 3 times.
