Slow boot - wont start

3 yr old aspire
Wont boot completely
Mem test passes, chkdsk passes
New battery, it may not be charging, problem may have originated with power cord, laptop loses power

Attempted windows repair, searched for peoblems, began repairs, ran for 3 + hours, then lost power during night

This morning on boot i did get a beep, is this a diagnostic confirm?

I also tried several times booting fron restore cd

Both sources, hd and dvd, get past windows loading, takes 5+ minutes, then a bacgkgrouns screen appears, spinning circle then nothing

Will try letting this run for several hours, windows repair?

Will try source file check next, but are there more diagnostics i can run from dos command line?

    I tried each memory chip by themselves, windows started to load more quickly with each, but hung once again once background screen displayed, second chip started a memory test which came back ok
    Both cases running off restore Dvd
    Running out of options
    Am i right its not sw if starting from cd also fails
    Since it gets to loading windows, and chkdsk worked, prob not disk or cpu?

    Apparently not the HD, was able to access it in an external enclosure.

    Machine seems to run a little faster if i leave it off for a while, let it cool
    No longer able to launch in safe mode
