I used Win32 Disk Imager and the file kali-linux-2016.2-i386.iso (32 bit) that i downloaded from kali.org to make a bootable flash drive.
The problem is when I change the boot order or try to boot from the flash drive it boots to windows instead.
It has a intel atom x5-Z8300 1.44GHz and 2GB of RAM
how do I boot from the flash drive?

you need to try a x64 based distro and burn the USB flash drive as UEFI compatible.
Here is what I've done so far
Downloaded Kali Linux 2016.2 iso
Downloaded 7zip
Downloaded Rufus
Imaged the Kali Iso to 32GB Sandisk flash drive with Rufus an all default options (no other options work for the iso)
Used 7zip to open the image in the boot folder on the flash drive and moving the EFI folder out of the image file to the flash drive
After doing that it doesn't boot I will try to use a 64bit Kali iso
