    Easier? (requires restart):

    Click Windows+R and enter msconfig.

    In the System Configuration widnow, choose the Services tab.

    Click the header "Service" to alphabetize the list of services.

    Scroll down to "q" and find Quick Access Service. There is also a Quick Access Local Service, but use the other one.

    Uncheck the box. Restart. Login and experience the visual silence when clicking CapsLock! :)
