I now have the Windows 10 Anniversary Update but I believe I've been having this problem for a while anyway.  While using the system I'm noticing pauses while trying various UI actions.  I went to the Event Log to see if there were any smells and I'm seeing a lot of issues like these:

  • SettingSyncHost (3536) {AB058494-04C5-4654-B960-A64199402764}: A request to write to the file "C:\Users\[username]\AppData\Local\Microsoft\Windows\SettingSync\metastore\edb.log" at offset 479232 (0x0000000000075000) for 4096 (0x00001000) bytes succeeded, but took an abnormally long time (73 seconds) to be serviced by the OS. In addition, 0 other I/O requests to this file have also taken an abnormally long time to be serviced since the last message regarding this problem was posted 80 seconds ago. This problem is likely due to faulty hardware. Please contact your hardware vendor for further assistance diagnosing the problem.

I reformatted the laptop a while ago and maybe I'm missing some drivers but not sure if that could be a cause for this.

I think I may have fixed the issue.  Initially I reinstalled Windows 10 clean and downloaded drivers from the Acer support site that are supposed to work for Windows 10.  I ended up doing another clean install of Windows 10 this weekend and did not install the drivers this time.  Things seem to be working great so far.  My hypothesis is that the problem was with the drivers from Acer.
