Touchscreen does not wake up PC (UT220HQL)

We are testing the Acer Touchscreen UT220HQL with a Dell Optiplex 3040m to be mounted on a bench without a keyboard/mouse.  The goal to to login with a fingerprint scanner, and access diagrams when needed on a Windows 10 Pro machine.

 

However, we have an issue when the pc goes to sleep.  According the the user manual for the monitor, it says to push any of the buttons (except power), and tap the screen.  This does not work for us.  We are able to wake up the computer with a usb keyboard, or even a bluetooth usb keyboard.

 

Once the monitor goes to sleep with the computer, the monitor power light switches from blue to amber.  Pushing buttons and tapping the screen does not work.  Pushing power on the monitor does not work either (turning it off and on).

 

We are able to wake up the computer when the PC goes to sleep, and the monitor is still awake 3 seconds before the monitor sleeps (blue light), by tapping the screen (we hear the PC fan kick in and it wakes up to the lock screen).

 

I am told by Acer support to disable the power saving feature, but this is not an option for us with 100 computers.
