How to recover W510 via usb?

I bought this Iconia W510 refurbished a while back, so it didn't come with a keyboard/dock, or disk, and the OS is not available to download from Acer Support. I had installed Windows 10 on it and then not used it for some time. Went to use it today and it will boot up (only while plugged in), but after a few seconds it will shut down again. I tried 2 different chargers. How can I do a recovery using a USB stick and microusb adapter? Or even on a microSD card?

    First verify it'll stay up while in the BIOS. If it's up and running there, but shuts down once Windows is loaded it might be thinking the battery is deader than it actually is. Go through a couple of full battery charge cycles (fully charge, discharge fully, repeat) and it'll resync the charge level calibration.
