Strange colour issue (model: X243w)

Hello! I've been having this issue with my monitor for a while, but it's been bugging me and I'd like to get this fixed. I have no idea what the issue might be. For some reason, colours aren't shown properly despite the monitor being calibrated correctly. Well, correct according to the Display Color Calibration tool included with Windows. I don't have access to a calibrator device.

 

Let's say I open Paint and fill the canvas with the colour green. Just the default darker shade of green available. When I open the image in Windows Photo Viewer, it is clearly not the same shade of green. It appears to have a "warm colour" tint to it, as if some yellow/orange has been added to it. When I open the image in IrfanView, it has a slightly washed-out look to it, so as if some white has been added to it.

 

However, I don't believe this is just an issue with photo viewing software or the software used to create the image. When I look at said green image on my tablet it appears to be a much darker shade of green. Also, when I upload an image to a site I use frequently, it of course creates a thumbnail and allows you to view the fullsized image when you open it. The thumbnail displays the same shade of green as the one in Paint. But when viewing the full sized version of the image it displays the same shade of green as when you open it in Windows Photo Viewer. What is really strange is that you can take a screenshot of the thumbnail and full sized image then visibly see the difference in paint. If it was a display issue, I would be given the same hex values for both images, correct? Here is the comparison image in question, along with the hex values.

Please tell me if the hex values in the image doesn't match the values you're given.

I had this issue before I reinstalled Windows as well. My monitor is an Acer X243w, using the native 1920x1200 resolution, and up to date graphics drivers. I've heard Windows Photo Viewer creates some sort of colour issue in Windows 8 and 10, but I'm using 7. The tablet I used to view the test image is a Nexus 7 (2013). Any idea why this might be happening? Until I can buy a new monitor I would like to fix this issue, especially as I create digital art and need colours to be displayed as accurately as possible.

    I set the brightness to the number you mentioned and loaded the profile, and while I was in the monitor settings I found a "warm/cool/user" option. It was originally set to warm so I changed it to user (I left all RGB options at 100), yet I'm still experiencing the same issue where, using the vending machine example I linked to earlier, the thumbnail and fullsized image are still different colours.

     

    On the bright side it looks like IrfranView, Paint, and using the following tool on my tablet are now giving me the same RGB values.

    However, images viewed in Windows Photo Viewer and Chrome (49.0.2623.110 m (64-bit)) are still displaying the wrong colours as shown here, and when using the same tool as linked above are giving me the incorrect hex/RGB values.

    Should I use the Display Color Calibration tool again and see if that will change anything? When you use the eyedropper tool in your program of choice on the darker green shade in the image above, are you also getting the values 34, 176, 76?

And this is really strange, but I'm receiving the same hex values when using the tool on your image and RGB values when checked in Paint, but when I upload my own image (which should be the exact same, I haven't edited either) to confirm I'm getting this.
