Touchpad problem on Acer Aspire VN7-591G

I bought this laptop brand new from Newegg about 2 weeks ago. Every since the first time I've used the laptop I have had problems with the touchpad.

 

For example, when using the touchpad on a web page it will randomly start scrolling up and down on the page even though I am only using one finger, another issue is that the touchpad will sometime stop working as if it were disabled. 

 

I have done some research regarding this issue and there is a lot of discussion regading touchpad issues correlating with Intel Technology Access service. I checked my laptop and this service is not running nor is it installed for that matter. 

 

I have tried reinstalling the touchpad drivers and that doesn't work.

I have tried reinstalling Windows 10 and that has not worked either.

 

The problem is intermittent.

The laptop is running Windows 10.

 

Any thoghts or solutions are appreciated.
