AL1717 not recognized by Windows 10

I have an Acer AL1717 display that I'm trying to use with an HP Elitebook 1040.  I've tried both with the VGA port in the HP-provided dock, and the plug-in VGA port that comes with the Elitebook, but in both cases, the AL1717 doesn't show up in the list of displays in either control panel or settings.

There's no supported Windows 10 driver available, but I would have expected the generic VGA PnP driver to recognize a VGA display.

The problem isn't the display or its cable (both work fine with a Macbook Pro).  I've used two separate VGA adapters, and neither one of them works (these are also all new).

Does anyone know how to get Windows 10 to decide to use the basic plug-n-play VGA driver with this device?

My suggestion would be to remove the display drivers in device manager, then restart the system to see if Windows will load the plug and play driver. If that does not work, let me know and I will research to see if I can find other suggestions.
