cannot enable touch screen using Acer T272HUL and Windows 10

Running Windows 10 with an Acer T272HUL monitor which supports 10 points multi-touch but I cannot get the touch screen to work.  I have looked at the device manager and there is no HID Touch Screen option in the HID category.  The computer is a custom build Intel Core i7-4770 CPU @ 3.40GHz with 32.0 GB of RAM running 64-bit OS.  However when looking at the properties for the computer under the System section it says:

 

                                               Pen and Touch:  No Pen or Touch Input is available for this Display

    You need to make sure that the USB cable is plugged in from the computer to the monitor for the touch functionality to work, if you do not already.
