E1-571 Laptop Won't Reinstall Windows from Recovery USB Drive or CD ROM

I was attempting to reset/reinstall Win 10 but the computer hung at 1%. After 18 hours, I powered it off. Now it will not boot past the Acer splash screen. Hitting the left ALT and F10 when the splash screen appears has no effect.

 

I reset the boot order to USB HDD and inserted the USB restore key with Win 8 i made when I got the computer but the key is not recognized. I reset the boot order to ATAPI CD ROM and tried both a Ubuntu Live Disk and an old Microsoft XP Pro systems media CD. Neither are recognized.

 

So now all I can do is watch the Acer splash screen cycle over and over. How to fix?

    at boot press F12 and select the USB flash drive as bootable device.

     

    please also check on BIOS main page if the HDD is regnosed.

    UPDATE:

    I changed the BIOS boot mode from UEFI to Legacy BIOS. This allowed the machine to boot from the Windows 8 Restore USB thumb drive. However, I couldn’t restore the OS from this drive.

     

    Under the Troubleshoot option, Refresh Your PC failed yielding the error message: Drive where Windows is installed is locked. Unlock drive and try again. To my knowledge, the drive isn’t locked. I don't even know what that means...

     

    Reset Your PC also fails saying: A required drive partition is missing.

     

    Under the Advanced Options section:

    System Restore fails saying: Must specify which Windows installation to restore; says to restart and select which operating system— no way to do that;  

     

    Reset PC fails saying a required drive partition is missing.

     

    Automatic Repair also fails saying it couldn’t repair the PC.

     

    The only thing that worked under Advanced Options is the Command Line which is available.

     

    Interestingly, I can now get it to boot to a Ubuntu Live CD. I guess if all else fails, I can just install Ubuntu!!

    Check if on BIOS/security the HDD password is set to frozen.

    By the way Ubuntu must install under UEFI too.
