Why does USB Charge Manager not work on V5-571p-6454?

I want to be able to charge USB 3.0-connected devices while the computer is hibernating or shut down. I understand this can only be done if Acer's USB Charge Manager is installed. I downloaded and tried to install that app by running Setup.exe only to receive an Information window: "Sorry! This computer is not supported." Can anyone help?

    USB 3.0 is required, but is not sufficient by itself to offer "power-off charging" through the port.

     

    Hardware modification of the ports is not possible through service.

    The system is not designed to support it.

     

    Standard USB ports are marked with this symbol:

    You were misinformed. It is not software dependant, since the unit is powered off.

     

    It requires a specific USB port that is enabled for powered down charging.

    The system must also be attached to AC, not on battery.

    Thank you for your response. Can you please confirm that the V5-571P-6454 is NOT equipped with the necessary USB port? Or is there a way to "enable" the power down charging function? I would've hoped that any USB 3.0 would be sufficient. If not, how difficult / expensive (generally) do you think it might be to replace the crappy USB 3.0 for one that permits powered down charging?
