V3-371 intermittent boot-up problem

I have a V3-371 running Windows 8.1 and over the last few months I've had an intermittent problem where it won't boot up: press the power button and nothing.  The battery still has charge in it so that's not the problem.  The only way I've found to fix it is to put the power lead back in, leave it a few minutes and then try again.  Sometimes on pressing the power button again, the machine just boots up as normal but sometimes there's a weird noise like a really noisy fan for a few seconds, then dead again.  After this, I can press the power button for a second time and it comes on normally. 

 

I've never come across anything like this before with a laptop.  Any ideas?  It's under a year old so I'm guessing still covered by warranty but I'm not sure if this is a software or hardware problem or would be likely to be covered.  Thanks for any help in advance.
