acer 5733z says this computer cant join network

I have 2 computers running windows 7 and both appear to have the same sharing settings

One is running 32 bit windows 7 ultimate and is the one that is primary on the network

the other one is running 64 bit windows 7 premium

 

I type in the home network password on the 7 premium machine and click join and get the following error code

windows can not set up a homegroup on this computer

 

When I attempt to create the homegroup from 7 premium computer I get the same error message

 

Any suggestions on how I can set up a homegroup on these 2 computers?

What am I doing wrong?

The primary is a dell netbook and the second is an acer laptop
