Aspire 5750 - IP4 prevents connecting to internet

WIN7x64 Home Premium, Avast paid-for AV, MalwareBytes paid-for, Draytek 2710N on wireless,

It all worked for three or so years; last month ping to the router was lost, internet was lost, but the router is named and is "connected".

Tried lots - ipconfig flushdns / release / renew, netsh winsock reset / interface ipv4 reset / interface ipv6 reset.  Tried auto obtain DHCP address / dns / gateway.  Tried fixed ipv4 address / dns / gateway.  Re-booted endlessly.   Tried unplug & hold On/Off button 60 seconds.  Downloaded genuine Acer LAN and wireless drivers; installed / uninstalled / let Win7 auto install.

Noted that for years the router was at 192.168.1.xxx and the auto ip address for the PC was also 192.168.1.xx.  But, the PC address became AutoConfig 169.254.xxx.xxx.  This mismatch will never let traffic through, but how to change it?

Meanwhile this Aspire 5745DG being typed on, on the same router, is flawless.  Well, as flawless as Win7 ever is after a few years use.

Dejected, and thanks for any hints to a solution.

Phil
