Acer Aspire V15 Nitro Gaming problem- blurry background

Hi there Community!
I bought a new Acer laptop, model: NX.MQLEC.001

It's really cool laptop, good graphics, 4core CPU, backlit keyboard... Really good one.
But I got one problem now. After some care stuff which I did to laptop (Repartition for games/programs and OS, install maintenance software, uninstall McAffe and install Eset etc..) I decided to play some game.
I installed Skyrim on my laptop. On first, it was a premium experience, when it was autoset on ultra high, and when I ran it, it was without any lag. Just brilliant.
BUT! After some time, I was recognizing that there is something bad about the game. There was a bad blurry motion when I was turning with mouse. Hmmm. One would say that it is the motion blur effect, but it's not, as I got it turned off in that game. Then I noticed, that the blur occur just when Im turning the mouse; when I run, or walk, using just the keyboard, everything is fine & sharp.
I even made a video from it, as I was sending it to friend of mine, so you can have a look at it (im speaking there, but never mind Smiley Very Happy there're just a words "keyboard" and "mouse" in my mother language)

Then I started to think about the cause of it. At first, bad graphics driver... I ran skyrim on integrated graphics on lowest settings, but it did the same, so it was not the graphics (i even reinstalled the driver but never mind). Then I thought if it can't be the game problem; so I installed a Call of Duty Modern Warfare 2, but it did pretty the same; keyboard moving is good, mouse turning is bad; got video from it as well:

So now Im thinking if it is not the display problem, as this model got IPS display in it. I read on net, that IPS have worse response time than TN panels, but nowhere on the internet i found some problem with the responsivness of display of this laptop. And, not to forget, this is a "Gaming" laptop, so it should be optimalized for gaming, even if it got the IPS panel, not the TN.

I don't know what to do, please try to help me. I would appreciate any help from your side.

    Reinstalling the drivers was a good start! I would suggest that you attempt to play a game before you install a bunch of other applications, the problem could be linked to several other things (Windows updates, other game installation files, etc).

    Well, even though reinstalling drivers and this stuff, i realised after some time, that it's not just a gaming problem, it's moreover a global problem. Display make shadows of cursor, or even when I tried UFO Ghosting test, I can see a really long shadows after the UFO.

    I don't really know, if it is some hardware issue, or it's just my eyes wrong, but that shades are really visible.
    I'll be sending it to Acer Service after the Easter, they said to me, that they don't know what it could be, so the best thing would be to send it to them. 
    I really don't know what can make the problem, if it is the display, or something with graphics.
