the boot configuration data for your pc is missing or contains errors, what do i do

I had windows and 7 and umbuntu installed on my computer.  Windows Vista came on it origiinally.   I decided to upgrade to Windows 8 without the dual boot.  I attempted to delete the partitions and upgrade to windows 8 unsuccessfully.  At present, neither of those operation systems work.  I contacted Acer and got the orginal software so I could begin the whole process again.  When I attempt to boot from the vista software recovery disk, I get the message " the boot configuration for your pc is missing or contains errors".  I think I need to do a reformatting process, but am not sure how since I cannot get a command prompt in vista, win 7 or win 8.  What am I not doing right?

    Actually, you would need to boot off of a bootable CD or DVD that has the command prompt, format, ect and do a low level format to get the GRUB off of the hard drive and then format the hard drive to be able to get the restore disks to work. Hope this helps.
