USB Device Problems with Aspire T Model ATC-120-UC22 / Windows 8.1

This is a brand new desktop computer.  After going into standby or sleep mode, my USB keyboard and mouse are not working properly.  This is a stock keyboard.  The keyboard is not being seen by the USB port(2.0).  If I pull and reinsert the USB plug, the keyboard works.  My mouse works, but after coming out of sleep mode, movement on the screen is erratic.

Check in the Device Manager under both Keyboards and Mice.
You may well find multiple entries under both. Check them all in turn and, where a 'Power Management' tab exists, check that 'Allow this device to wake the computer' is ticked in all cases.

Having these ticked should ensure that the devices are always on and awaiting input.

By default, these fields should already be ticked and, if they are, untick then 'ok' then tick again and 'ok'.

If this doesn't cure the problem, try updating the drivers. Also, check the USB devices for flagged entries indicating problems.
