Since you just bought it, you probably dont have any personal data on it.

Do a Factory Recovery and see if that fixes it. Reboot and at the first screen hit Alt+F10 to start the recovery process.

In this case, it is recommended to download the latest touchscreen drivers by following the steps below:
    1. Go to http://us.acer.com/ac/en/US/content/drivers
    2. Enter Aspire V5-573 in the box below 'Search by Product Model' and click 'Search'.
    3. Choose your operating system from the drop-down menu besides 'Operating System'.
    4. Go to 'Driver' tab and download the latest HID drivers for your model.

If the issue still persists, it is recommended to check if your touchscreen functionality is currently enabled or disabled. To do this, you can follow the steps below:
    1. Right-click on 'Start' button and go to 'Device Manager'.
    2. Navigate to 'Human Interface Devices'.
    3. Right click 'HID-compliant touch screen' and check if it is enabled or disabled.
    4. Enable it if it is disabled and see if that works.

If the issue still persists, it is recommended to contact Acer support by using the following link:

    Hi

I have tried this and does not work.

The "'HID-compliant touch screen'" does not appear in my device manager list despite this laptop being touch screen.
