Acer Aspire M5811 start up with one long and two short beeps

I have an Acer Aspire M5811 with a Windows7 Home Premium OS. While on-line, a neighborhood power failure hit. Upon re-starting, I couldn't re-boot and heard one long and two short beeps, repeatedly. I tried re-booting with a self-created repair disk, opening in Safe Mode, attempting System Restore and complete System Recover with self-created Recovery disks. During the latter's downloading, the tower simply disconnects. Do I have a hard disk, BIOS, CMOS or memory problem? How do I resolve whatever is happening?

    Remove your CMOS battery and leave it out for about 5 minutes and put it back in. If fault persists, try another CMOS battery. If fault is still there, remove memory and insert in the empty slots that were being unused. If fault still there, try another memory if you have. If fault persists, try and update the bios via DOS.
