If you have two monitors of the same size, one of them 3840x2160 and the other 1920x1080....

and you set both of them to 1920x1080 will they look the same? they should, because four pixels on the 2160 monitor take up the same space as one pixel on the 1080 monitor, and the 2160 monitor has four times the amount of pixels then the 1080 monitor.  I want to know because I'm getting a computer that can run most games in 4k but if it cant run a certain game in 4k I want to be able to lower the resolution and not have it look wierd.

    the best image quality is always given at native panel resolution.

     

    so a 1920x1080 monitor will have a better image quality (sharpen details) than a 3840x2160 monitor downscaled to display 1920x1080 images (it needs to do interpolation and interpolation means always artifacts).
