USB ports on my T232HL monitor are not working consistently.

Recently purchased the T232HL touchscreen monitor and have it hooked up to a MS Surface Dock with a MS Surface Pro 2 running Windows 8.1.  I have the USB cable connected to the USB 3.0 port on the Dock to enable the touchscreen and, I thought, to enable the the three additonal USB 3.0 ports on the side of the monitor.  Two of these ports are regular USB ports while the third is powered so it can charge devices when the computer is shut down.  When I initially set up the monitor and Dock, I had a portable hard drive and my Blu-ray drive in the two standard USB ports along with another external hard drive hooked up to one of the USB 2.0 ports on the Dock.  This worked for the first couple of times that I booted up the Surface in the Dock.  Since then, the ports on the monitor fail to see the portable hard drive and I will sometimes get the following error message from Windows: "Windows has stopped this device because it has reported problems. (Code 43)", along with "Set Address Failed" in the details section.  However, I can the portable hard drive and plug it in to a USB port on the Dock and it works just fine, so the issue isn't in the drive per se.  Contacted Acer support and was told "I have checked with my records and see that the devices will recognized by the computer if connected to the USB port of the monitor, however, the data transfer or access won't be possible.  The USB port of the monitor is for fast charge only."  Doesn't explain why the drive isn't recognized at all when connected.  Additionally, I can plug my iPhone into the same port and it's recognized and I can read and write files to it. LIkewise when I hook up my GPS bike computer.  My Blu-ray drive also works consistently.  I just can't get the system to see the hard drive when plugged in.  Why do some devices work and others don't?
