Is it safe to turn on my Acer Aspire One Happy while the door is open?

Hellloo! My stepmum wants my old Acer Aspire One Happy, and I told her there's no point. The keyboard has no keys or anything. Buuut she's quite bossy so I told her okay. Now when you turn it on, it takes a while to actually boot, and when it does, I get the option for recovery or to start Windows normally (I tried the latter and it kept restarting, and now that option doesn't work at all.) So I start Windows normally. It never loads, and I've noticed (and so has my stepmum) that it overheats to burning levels, so of course I check the vents for any airflow, which there isn't. I also listen for the fan but the computer is completely silent. I'm guessing it's the fan that's stopped working and has let the computer overheat. I opened the door by taking the keyboard out and etc. So now it's completely opened, I was wondering; would it be safe to turn on the laptop to see if the fan really had stopped working, or is it too risky? (I would obviously not touch it while it was running.) I also remember turning on for the first time since 2012 and it beeping every 3 seconds continuously ( they were quite slow, not rapid.) Then it turned off.

 

It's a lost cause in my opinion, it was never much good, but neither is her current laptop (I think it's running on Win'95, it was so slow apparently that her friend that originally owned it threw it across the room. That's when she took it.)
