Iconia A700 problem not auto rotating

I have a tablet A700 and has problems with the screen rotation. I have actively switch decide the volume and turned the automatic rotation in android center panel. Rotates the tablet but does not change position. the problem is in the software or hardware?I've done factory reset and upgrade but has not been corrected

I haven't ever had a problem with auto rotating until recently. I try to click on it where the time is at the bottom right, and it won tallow me to click on it and turn blue. Not sure what the problem is, and I've looked everywhere under settings, but still wont work. All the other icons work when I click on them to turn them On and off. All work except auto rotating. What could cause that and how do I go about fixing it? I Dont want to do a factory reset.

Assume you've checked this but is the lock switch in the locked position?  Top left side.
