If fast startup is turned on, a desktop user can't enter BIOS setup by pressing DEL during the starting.

In case fast startup is set, and the desktop can't load Windows 8 or 8.1 properly and it has to be recovered from the factory default backup in a USB stick.

How do the user enter BIOS to select to boot from the USB sick?

To enter BIOS setup, you must first turn off fast startup. To do this, you can follow the steps below:
    1. Go to "Control Panel" and click on "Power Options"
    2. Click on "Choose what the power buttons do" link located on the left-side of the screen.
    3. Click on "Change settings that are currently unavailable"
    4. If you get a prompt for User Account Control, click on "Yes"
    5. On the screen that appears, go to "Shutdown settings" and uncheck "Turn on fast startup" option.
    6. Click on "Save changes" button to save changes.

This will disable your Fast Startup option. Now, you can enter BIOS setup using the procedure you normally follow.

Hope this will resolve your issue.
