your pc needs to be repaired

hello! this is my first time asking a question here, and its quite big one. but yesterday, i cleaned my pc inside of the case, i vacuumed all dust and stuff like that. i also removed graphics card for better cleaning. well, everything went fine, i set the graphics card in how it was, and start up my pc. first thing i notice is the crazy sound my fan does, and my screen wont work. i scared, and closed the pc. i opened the case, and noticed that i forgot to plug my graphics card cable in. well, i plugged it in, and tried to start my pc. it went to blue screen,which said

You'll need to use the recovery tools on your installation media. If you don't have any installation media ( like a disc or usb device ) contact your system administrator or pc manufecter.

now, ive tried to hunt everything i can to solve my issue, but i just couldnt find the right way. i dont have windows 8 recovery files, nor the windows 8 disk or anything, so im stuck here. at other forum http://www.eightforums.com/general-support/34861-need-urgent-help-windows-8-error-code-0xc0000034.html

guy called 'topgundcp' told that guy who was facing the same issue, that he could download topgun's recovery file from different pc, exctract it to a usb stick, plug it into my trouble pc and boot it from there, and follow the instructions. would this be the case, and would this work ? i mean if someone could upload it to somewhere and i could download it to usb sticker or something. what i exactly need to do in this case ?
