Missing taskbar option in 8.1

HelloAll,

I recently installed a retail copy of 8.1 to older Acer laptop.
Just bought Acer TC-100 with windows 8.1 64 bit pre-installed.
Not happy with all the added software so used the clean install instructions (http://us.acer.com/ac/en/US/content/clean-install-of-windows-81) to install a fresh copy of 8.1 from my retail disk. This was done by booting from the DVD not from within Windows. All went well, didn't ask for verification so assumed all verification details came off Bios (or wherever it is stored). Installation was to C drive leaving Recovery and Reserved areas alone.

PCInfo says my verison is activated.
The problem is there are differences between the clean install on the laptop and the TC-100. On the TC-100 I cannot add Start apps ie Store or Weather to the taskbar. The option does not exist on the taskbar options nor does it appear on the PC settings. It can be apparently be set from the Group Policy Editor but this does not exist in this version of Windows (only Pro version). I can do this on the laptop and have the Store icon on the taskbar. So how can it be different when both installations were done from the same installation disk ?
Does the verification process do more than check the serial number and limit installation options ?
Both units have been fully updated. Both units have same additional software installed.
How can I restore this option ?
