T232HL lags in recognizing touches

My T232HL with Windows 7 64bit does not work at all as I expected.  A completed touch (ie: a full left mouse click equivalent) will register only when my touch is released from the glass, not when my finger first makes contact.  I've been experiencing that a lot of different software products are not working properly this way and are therefore incompatible with the touch aspect of the T232HL, because they are often programmed to perform actions when the mouse button is first pressed, and the T232HL will not recognize or respond to the initial touch, such as how the screen on a smart phone will.  (For example, while I am typing this message, the flashing text cursor will move to where I click my mouse immediately upon pressing the mouse button, but touching the monitor does not move the cursor until I release my finger.)

Dragging is also a very big problem...  With some software, if I release my previous touch on one side of the screen (let's say the left side), and then I newly touch the other (right) side of the screen and start dragging from there, the T232HL still begins my drag from the left side... from where I left off with my previous touch.  This makes doing many things completely useless, such as drawing lines with Photoshop for example.  The monitor will keep its virtual mouse cursor on the left side where I previously released my touch, and then when I touch the right side and start dragging, a paint line is drawn across the screen from where my previous touch was released.  I again attribute this to the T232HL not responding to an initial touch.  It doesn't acknowledge that I've touched a new spot until I've dragged my finger about an inch, and then when it finally decides that my finger is in a new place, it starts dragging from the previously released spot where it still had the cursor.  (Yes, my monitor will produce the right-click circle if I touch the screen and hold my finger in place, so it does know that I'm touching it, but it doesn't behave like a left mouse button press when I touch it.)

I'm very dissatisifed with this monitor so far.  I bought it specifically for convenience with programming new apps for smart devices, so that I could touch my monitor for quick testing instead of having to export my software to a device every time I want to test it.  The T232HL has proven useless in assisting me with that.

Unfortunately, I would not be surprised to learn that all the behavior I've just described is normal for the T232HL, and if so, then this is extremely, extremely poor.  I'm hoping that somebody can tell me that there's a way to fix this.  I have not been able to install acer's latest driver download, dated 2012/11/27, because Windows 7 refuses to install it.  I extracted the zipped driver download and pointed my device manager's PnP monitor driver installation wizard to the folder, but Windows responds that the best driver (a driver from 2006) is already installed.  Just so you know... I've already followed the directions on this page...  http://acer--uk.custhelp.com/app/answers/detail/a_id/4085/~/monitor-driver-installation-in-windows-vista-and-windows-7  but frankly, the introductory text on that page doesn't appear to apply to the touch capabilities of a T232HL.  Also, this driver download file itself looks a bit fishy, as it contains no setup.exe or install.exe file, like this other driver installation page suggests there should be...  http://acer--uk.custhelp.com/app/answers/detail/a_id/2636

Does anyone know if the 2012/11/27 driver download is a correct and working file, and if it would make any difference to my problem?  I would hate to invite trouble by screwing around in attempt to force this driver into place if it's not going to do me any good anyway.  Thank you.

The driver I downloaded is here... http://global-download.acer.com/GDFiles/Driver/Monitor/Monitor_Acer_1.0_W7x64W7x86W8x64W8x86_A.zip?acerid=634896013076810975&Step1=MONITOR&Step2=T SERIES&Step3=T232HL&OS=ALL&LC=en&BC=ACER&SC=EMEA_27

I'm sorry to hear the monitor is not not responding to your touch correctly and that you are not satisfied. Hopefully we can resolve this and give you a better opinion of the monitor as I have not had any complaints but only heard good things about this monitor with Windows 7 and 8. This could be a software or hardware related. I understand you tried to install the available driver from our support site, however, this is not necessary.

To rule out software we can try a few things.

    1. Run Setup and Calibrate found in Control panel -> Tablet PC Settings.
    2. Try the monitor on another system to see if the problem still persists.
    3. Go into msconfig and disable all non Microsoft Startup and Services. This would help rule out anything from conflicting with the monitor touch function.

If this does not work and we are able to conclude it's hardware, then I would recommend contacting technical support in your region for assistance.
