The Boot Manager only has these options.. HDD0: TOSHIBA ATAPI CDROM: Slimtype DVD A Network Boot: Atheros USB HDD: Linux File-CD Gaget and I mean the F2 menu or whatever, that gives you other settings.

Are there anyways to clean the partitions with the state my computer is in? I can only access the Setup Utility and the Boot Settings, I don't really have a way to download an ISO either because I don't have a device for it now.

Microsoft support said that it was a manufacture issue and doing that wouldn't change anything as it has to do with boot settings or something they said.

I did a reformat from WIndows 10 itself, when it boots it shows the Windows 10 logo, loads for about 1-2 mins, then gives that error.
