Thanks SRI, got a good rep from "out of warranty repair", he reviewed my old ticket, told him the new developments, put me on hold for 2 minutes and moved me up the ladder, they are repairing it under warranty. 

Its gotten worse, sometimes leaving faint lines across the display that flicker differently when moved, also tried hooking up another display, and all the issues that show up on the laptop also appear on the other display hooked up over HDMI......gonna beg and plead with tech support.....I really dont want to have to…

Dont think that will help, did prompt me to see if it happened in the bios, and it does, also happens on the post screen....dont think its software.

Everything is up to date for both the Intel GPU and the Nvidia 1060.

I'll try that in a bit, wanted to give a quick update. All my other computers are running just fine, with no issues, and not experiencing the internet issue at all, however I did check to see if I was getting the same proxy error....and I am, on every single one of them ,I assumed they didn't because they are running…

Possible new clue, I went and changed my DNS setting back to default, tried running speed test which has reused to run, and have a new error, probably newly discovered is more apt.... 

No change, same error in the troubleshooter, and same wonky internet performance.

No joy, installed the driver and the error was still there, ran a speed test and finally got my normal download result, 1MS ping and around 450 download, however upload was under 1mbps......ran it again and I got a 66 ms ping, DL was 166, and up was 66......I then made the changes you showed, restarted ,same error and I…

I do not, I use Malwarebytes and Windows defender, uninstalled Malwarebytes and disabled Windows defender and restore still fails. The driver rollback option is greyed out and unusable.

Another wrinkle, if I uninstall Intel Proset, performance is absolutely awful, speedtest gives latency errors, and in the odd chance it runs, it never goes above 20Mb,and upload often fails outright....if I install it, I get inconsistent speeds, but will go up to 3-400 mb

I thought about that, though when in device manager, there are a LOT of things in there....and not sure what do there, is that normal or perhaps the problem? Attached an image of what I get in DM
