to turn on bluetooth drag the right side of the screen and tap settings and down towards the bottom is "change pc settings" and then tap on wireless and it should show bluetooth. now if you are just going through the setup I am not sure how you would turn it on. one more point i would like to make is that on the back side…

i might be missunderstanding your question but couldnt you transfer it over wifi by going to file manage on the acer tablet, click on networks, click on the computer with the video and find the folder with the video file, right click click copy and the go to the video folder on the acer and right click and click paste
