i had same issue. Finally checked by connecting another fan and cpu fan connector and realized the cpu fan was an issue. Instead of replacing the fan i removed it and connected external 120mm fan on the mesh opposite to the case throwing air on the heatsink and worked like a charm. Connected it using canoe ties
