Just tested the PSU by shorting pins 15 and 16, and tested all DC voltages on each pin. PSU appears to be good. No beeps or lights or anything anymore when plugged in and power button pressed. Likely motherboard?

I have a multimeter here. How do I go about testing a pc power supply? Just for reference, last night I took both sticks of ram out, put back in. Pulled GPU to access COM1 and reset bios. Once I got it all back together, no more red light flashing but seems like I have no power at all, so was leaning towards PSU as well.…
