The GTX 1060 will fit (depends on what version you get?) as some are pretty bulky and will not fit. I would seriously consider upgrading the power supply also on your TC-860 as its only a 300W and the power will get pretty low if you install a GTX 1060 and use its peripherals for something else, its always good to have more power than what is suggested.

Just as a suggestion, if you want to setup this desktop for a higher spec and especially a gaming platform I would consider upgrading the CPU also to either a Core i5-8400 or Core i7-8700K and the RAM from its 8GB to either 16GB DDR4-2666Mhz RAM or the TC-860’s max RAM of 32GB at either DDR4-2400 or DDR4-2666 and even as high as DDR4-3200 and also a 2.5 inch SATA 3 - 6Gb/s SSD.

IIRC the i7-8700K has a higher TPD so may require a change to the cooling. The i7-8700 though should have the same power requirements as the i3-8100 and i5-8400. The chipset doesn't support more than the 2400  and 2666 memory, so no reason at all to buy anything more expensive. You also have an M.2 slot for a SATA SSD.

It might depend on which 1050 TI version you get, each manufacturer tends to put different specs in and often that means the board size is different. The TC-860 has a fair amount of room, there's only the one PCIe x16 slot, but the case has three slot widths to use, so any of the double or triple width cards should be OK. The case is a pretty standard mini tower so should have enough height and length, just measure before ordering. Check your power budget, if yours came with the GPU installed you likely have a 300W supply and that's all NVIDIA asks for with the GTX 1050 ti. If yours came without the GPU you might only have a 220W supply.
