Sudden performance drop in CPU - Helios 300 (2019)

From last week, I noticed some unusual stutters while commonly browsing the internet, and frame drops in games. 
I ran some userbenchmark tests, and my CPU which got a 100th percentile score last month is now at 56th percentile, GPU, drives, RAM are all working properly.  Temperatures are all fine under 70 degrees. 

I didn't install anything since last week either, and laptop is only 3 months old so I don't think there is dust?
What should I do now? Please help me. I am scared.

    Today I tested again, my CPU dropped at 36 percentile and GPU also dropped it's percentile drastically. I don't know what's happening

    Can you monitor your usage and clock speeds by using msi afterburner in a game or benchmark?

    Yes, here's the stats, I was playing Rocket League at medium settings few hours ago.

    While benchmarking, 
    1 core test - It is 25% usage
    2 core test - 25% usage
    4 core test - 50% usage
    After that it spikes up to 100% usage till the end. 

    PS: I did some more benchmark tests today and sometimes CPU again rose up to 99 percentile and sometimes it still is at 40 or 50 percentile.
    All the tests were roughly at same times, fans set at full speed.  

    Also, I have noticed that the CPU speed is sometimes 3.9 Ghz or 4.0 Ghz even when no apps are running, but the fans still rotate at minimum speed if set to auto. Example, when I got this screenshot ( https://imgur.com/a/zXC3syU ) I was only running Discord, CodeBlocks, Word and a pdf, CPU utilization was only 10% but speed was 4 Ghz.
